Biggest changes since last edition
New WRC-23 footnote: amateur and amateur-satellite operation in 1 240–1 300 MHz must not cause harmful interference to RNSS (space-to-Earth) receivers per No. 5.29, with reference to Rec. ITU-R M.2164, and CRAN must act rapidly on any interference report.

Missing band from the IARU Band
12 m is missing from the plan. The table goes 24 600–24 890 kHz (FIXED, LAND MOBILE), then straight to 24 990–25 005 kHz. The 24 890–24 990 kHz row simply doesn't exist in either edition. This is confirmed visually on page 20 of the 2025 gazette, so it isn't an extraction artefact. It looks like an inherited typesetting omission rather than a deliberate removal, but as written, 12 m has no allocation in the Namibian table.
