No. You have to write and pass an exam since the law and phraseology in amateur radio differs from aviation. More information can be obtained in the Exam and Licensing page.
I want use a radio on my farm. Do i need to be a licensed radio amateur?
No. You can't use a Radio Amateur license for commercial use. To use a radio in Namibia you need a license from CRAN to operate on a given frequency. However, if you want to join the worldwide hobbyist of Radio Amateur, you need to pass an exam and obtain a spectrum license from CRAN.
